WANTED SA has learned today that a number of authoritative sources, including Robert Kelly, the former Director of the International Atomic Energy Agency [IAEA], have stated that the military junta in command in Burma [Myanmar] is engaged in a nuclear weapons development programme.

The allegations are supported by aerial photographs, expert opinion, and Burmese defectors with first-hand knowledge. The programme may be in its infancy, but it is reportedly staffed with technicians trained in Russia and is believed to be receiving technical assistance from abroad.

Burma's reputed WMD programme has implications beyond its borders:

  • The sanctioned nations that are also engaged in illegal WMD development, Iran, North Korea, and Syria, can transship goods through Burma, thus disguising their ultimate destination and illicit purpose.
  • Since disinformation is a large part of covert WMD equipment shipping, and since Burmese involvement in nuclear programmes is not well known, shipments originating in Burma, and purporting to contain only consumer goods, may escape discovery.
  • North Korea, accused of seeking to build a nuclear reactor in Syria that was later destroyed in an Israeli raid, would logically be involved in constructing one in Burma. The two countries have a history regarding conventional weapons.
  • Could Burma; a nation that is not under the intense high-tech aerial surveillance visited on Iran and North Korea, serve as a surrogate in actual weapons manufacture for those outlaw states?

Do not assume that any humanitarian or charitable transaction involving Burma, or licensed international trade transaction, is what it seems to be, in light of the possible WMD factor.

Your vetting of what appears to be a routine matter may, in truth and in fact, facilitation of the infant Burmese WMD programme; Compliance Officers and Bank worldwide must be alert and scrutinize shipments of good via Letters of Trade or Documentary to Burma.
